Usually you need more than R120,000 in sales over the past 12 months to register for VAT voluntarily. But SARS allows it in a few other situations, even if you haven't reached that yet.
You may still be able to register if one of these applies:
Your monthly sales are on track
Your sales have averaged more than R10,000 a month since you started trading.
You've taken over a business
You've taken over an existing business (a going concern).
You have work lined up that will get you there
You have signed contracts that will bring in more than R120,000 in the next 12 months.
You're in a listed industry
Some industries can register regardless — for example farming, mining, manufacturing, and property development.
Whichever route applies, SARS will want proof — invoices, contracts, or agreements that back it up.
