The government needs a certified copy of your ID or passport to confirm who you are. "Certified" means a commissioner of oaths has checked your copy against the original and confirmed it's a true copy.
For it to be accepted, the certified copy must:
Be certified by a commissioner of oaths, with their name, signature and the date
Be certified within the last 3 months
Be a clear digital scan or photo of the certified copy
Show the full document, in focus and easy to read
Include both the front and back on one page, for a smart ID card
